As for the 'why' of doing it that way, I can think of
several reasons, both intentional and not, ranging from
a "lets see what happens", to "oops, forgot to disconnect
the thing"...

Hi Doc,
A current balun design should be a simple short length of open coax
with ferrite beads = capacitor. This is one reason why it is benign
in this mis-application.
