I am thinking that they mean the RX frequency is the the frequency that the
repeater listens to that is being transmitted by the mobiles or handhelds.
The TX would be the frequency that the repeater transmits on. In the case
below, it doesn't make a difference as that must be a simplex frequency,
which means the radios transmit directly to each other without the
intervention of a repeater.

If the publication is different than what my thinking is, let me know. If
you have a listing where the TX is different than the RX frequency, I would
use the TX frequency. On a different note, some systems do utilize an input
as a talkaround frequency of sorts..... Sometimes it is worth programming
that one in as well.
