no it's capacitor dischage circuit.
follow the reset routine for the radio, the processor might be having
trouble with all the flat outs.
also it is worth checking the radio on a 12vdc supply or battery.
does it do the same??
if not maybe the internal PSU is low on volts not allowing the cap to charge
though i think it's a 5volt system??

I recenlty got a PRO-2045. Its working great and has been doing very
well for MilAir.
However it was turned off for about 48 hours, when I turned it back all
the channels were reset back to Zero. Anyone know if there is an
internal battery for memory?
