Default gaps in manufacturers' sensitivity specifications

The Kenwood TH-F6A/F7E's manual's sensitivity specifications skip
250-380 and 700-800 MHz FM, etc. The Icom R-2's specs skip 30-228 MHz
AM, etc. Both skip lots of WFM.

Does this skipping mean the specs in those ranges don't look good, so
they would rather not mention them. Or no one is supposed to use the
receiver in that mode for those frequencies so publishing specs for
those ranges would look unprofessional. Or testing takes a big budget,
so if they were to publish specs for all ranges, it would only up the
price of the scanner, so one should be happy. Or what.
