It's really just a coincidence that 9580 has such a strong signal to NA.
That frequency has always been mainly intended for the South Pacific,
where it's early evening there. RA has been using 9580 for more than
30-years. They have also used it at other times of the day but it
doesn't propagate well to NA then. A while back they used 11800 in
parallel with 9580 in the NA morning. 11800 also had a very good signal
and could be heard later in the morning because of the higher frequency.

The other frequency is 11880 not 11800 kHz. 11880 come in better early
morning on the west coast and usually gets noisy and weak around 10 AM
local time.
