After doing a Google search it would appear that this may be the same

Radio
Seagull that is a webcaster in the Netherlands, and at one time there was

a
Radio Seagull that broadcast from a ship in the North Sea. Perhaps there

is a
connection between the one in the Netherlands and the former North Sea
broadcaster.

Certainly not a Gov't broadcaster...
