That's a gray area, but let's say no. My thought was to find a part number,
which he could then call any one of a dozen people up with, and ask if they
have it, without giving a long explanation. In fact, maybe the first place
he should go is the Belden web site, they may have a recommendation.

Actually, there may be a simpler solution. Put about a 4 - 6 inch length of
heat shrink tubing over the jacket to build it up , and use a normal
connector intended for 9913. There may be a problem with an RG8 type
connector, in that the center conductor may not go in the pin hole.
