Had the pirate won, and the states became responsible for radio emissions
that couldn't be detected across the boarders, I think the states would just
hand the job back to the Federal Government, anyway.

But I'd like to hear Swarzennegger's and any other candidate's opinions on
such issues. Are there Constitutional issues worth considering? Is it
practical for a state to regulate radio, or whatever within it's boarder? I
doubt a candidate would have a canned answer at hand, but might be able to
cobble up a reasonable answer based on a bit of knowledge and some general
principles.
