A three foot long base or center loaded A/S as probably as good as anybody's
3ft long 11m CB antenna. The K40's are a little longer whip but w/o
instrumentation I doubt you'd notice most of the time.

A 62 inch antenna is about 54 degrees long. 90 degrees long is a full
size 102 inch whip. A 40 inch antenna is 35 degrees long.

Conclusion: a 90 inch whip is typically 'the best' for mobile, a 54 inch
antenna would be not as good as the 102 but better than the 40 inch
antenna. The 'short' antennas use a small coil to work properly. The
location of the coil contributes to how well the antenna works. But the
102 inch is still better than any shortened antenna.
