You test in a test newsgroup. They are plentiful, and all end in .test
One that comes to mind immediately is misc.test There are even autoresponders
setup to send you email, so you know that your message is getting out.

You wouldn't test your transmitter without a dummy load, and sending
test messages to a discussion newsgroup is equivelant to testing your
transmitter with an actual antenna.
