Most of the time, when I have problems like that, I try the following in
the command-prompt window:

ipconfig /release
ipconfig /renew

The first command releases the IP address on the network adapter, then
the second goes out and gets a fresh one[1]. If that doesn't clear up
the problem, I go into Control Panel, open Internet properties, then
clear the history and empty the cache. In nearly all cases, that clears
up such problems for me.

[1] I'm sure you already knew about this, but I elaborated on it for the
benefit of others.
