If the noise appears as 2 horizontal bars slowly rolling up or down on the
screen- guaranteed power line noise from arcing.

Also, check pole transformers and capacitors. I had a transformer arcing down
the street, although the arcing couldn't be seen because it was internal. Power
company replaced it after I called them.

Also check sodium vapor (yellow) street lights.
