If I've understood correctly (I'm pretty new at this thing too), it
just means that the signal is intended for audiences in the specified
region. It may also mean that the broadcast is sent from the transmitter
to the general direction of the specified area.

But it's not so simple.

Before Christmas I could hear AWR broadcasting from Julich, Germany;
the broadcast was aimed at Western Africa, but it was easy to receive
in Finland - in almost exactly the opposite direction.

Yesterday morning I tried to hear VOA broadcasting from England to Europe,
but apparently Finland (in the NE corner of Europe) was not in the path
of that transmission - I had much better luck with the VOA transmissions
aimed at - again - Africa.
