What's their problem,over modulation? Maybe bad bias of the finals?

No idea. But the last time I heard it wasn't that long ago, and it was
when
that transmitter? was tuned to 9515.
Certainly not the first time RCI has had this problem, if I recall
correctly
it's happened off and on for many years.

I think they have 3 old Collins there and 3 Harris and at least 3 ABB - Asea
Brown Boveri transmitters.
But perhaps some of those may have been de-commissioned.
