Default Induced ground currents

There is a figure (from ARRL Antenna Book, 20th, Chap. 3, Figure 5, page
3-4) shows the ground current, I-H, induced by the magnetic field, H-phi.

I think there is something wrong with this diagram.

Should not I-H be perpendicular to the plane of H-phi?

Not sure it really makes a difference. Just bothers me either that a) I
do not understand or b) it does not agree with the physics book I am
looking at. In the latter, induced EMF acts perpendicular to the plane
of the magnetic field.
