The sentence is the equivalent of a double negative. It means WHITE
can self govern!

What he SHOULD have said, if he were SANE, was:


The President is sane but you are another story.

I depends on whether you are Bryant or not.

If you are not Bryant you understand the President misspoke.

If you are Bryant you think Bush is racist.

If you are m II you are an insane Canadian.
