The sad fact (truth) is that for about 1/4 to 1/3 of these Homeless
Persons; that Long Term Care (Institutionalization) is their best
hope of a marginally normal and stable life.


That may well be true, however it would appear too many of these people
are winding up in jails with no treatment at all. It becomes a cycle of
'catch and release'. The potential for abuse exists too. When the sole
arbiters of detention/freedom have NO connection to the courts, you
build up a parallel sytem of judgment and detention.

In some totalitarian systems, this fact was abused to the clear
advantage of the power structure.
