I'm not aware of any real world instance of BPL delivering on it's promise
of reliable broadband access to many people over a reasonable period of
time. If it's happened, I'd sure like to know, as I've been trying to
follow this issue closely. On the contrary, BPL looks like a failure in
many of the highly touted test sites:

I don't know if conditions in Australia favor BPL more than in the US. I
tend to think the US politicians approved BPL just to let it fail, rather
than get blamed for blocking a new wave in internet access.
