Is there a means of testing a 9:1 0r 10:1 balun to make sure
it is the proper impeadance?
Perhaps you could borrow one of the MFJ antenna analyzers from a ham
friend- terminate the balun in a 450 Ohm (9:1) or 510 Ohm (10:1) resistor
and tune across HF bands - you should see a low VSWR. Note that toroidal
transformers have quite a narrow bandwidth over which they are actually 9:1.
Binocular cores will increase this BW over 10X.
