Sure it can, Dave. A person can "have an interest" in something, yet not want
to become part of that group. For example, I have a decades-long interest in
sexy women, but I have never desired to become one!

There's also the case of the person whose interest in something consists of
wanting to destroy it. Such a person will often deny that goal.
Perhaps Len's interest in amateur radio is like my interest in
professional football. I have no desire to play, but I like to watch.
But do you hate football at the same time?
