It's the Russian Navy, Baltic Fleet out of Kaliningrad.
I was also hearing a 'D' (-..) beacon out of Odessa at 1500 today on 16331.7.
And now at 1935 hearing 'S' (...) beacon out of Arkhangelsk on 16331.9.
The 'S' beacon ceased at 1959 and has not returned as of 2010.
