I'm almost certain you are hearing a "harmonic" of the Canadian time
station, CHU. I don't recall it's exact frequency off the top of my
head, but it's roughly close to 3 times 1020. Odd stuff happens in
radio, sometimes, most especially in shortwave radio.


3 times 1020 = 3060.

CHU is on 3330.

At any rate, it would not be a harmonic, but rather a subharmonic.


After doing a bit of quick research it might have been Radio Reloj out of Cuba.
They broadcast the time ticks.
