The answer is yes and yes. Actually it exceeded my expectations.
I took down my 70' wire after a year of having both up, because the
MTA was so much more quiet, and IMO recieved better than the wire.
S meter readings were almost always better on the MTA. I bought it
in the 1st place because noise was killing me, always S 3 or better
just in plain hash/white noise. With the MTA almost no noise at all
with few exceptions. I rarely go above 15 meters with it, but when
I have it seems to work well. It is pricey
