no. The government will simply assign more domestic U.S. stations to
the shortwave radio bands so that all we will hear on shortwave are
domestic U.S. radio stations.
They've already expanded the domestic AM broadcast band to 1710 MHZ,
formerly part of the shortwave band.
BPL will take care of the shortwave bands!
