So what now... .a clear definition as to what defines a radio? Ham gear
only? Can someone sell a clock radio? Hell... technically speaking a
television even has the equivalent of a radio reciever in it.

The greater concern I would have about the posting is that it is
way-overpriced for a used lightbar. The concept of people who might also be
buying the commercial gear being some of the same people that might buy that
lightbar is probably why the guy posted it in the first place. If a few
extra postings in a newsgroup are gonna make you whine and complain, then
maybe you might consider a different method of entertainment other than
participating in newsgroups.
