When using the L/O button to lock out a channel, is this
temporary ? e.g., after shutting the power off, and then back
on, is the lockout still in place ?

A programmed channel remains locked out, until you unlock it.

How do the other lockout options work, with regard to being
"temporary" ? New at this, and find it all a bit confusing.

The 780 maintains a permanent list of, up to 200 unique skipped
frequencies. When frequency 201 is added to the end of the list,
the first entry is cleared from memory. If a frequency from one of
the pre-programmed service searches is skipped, it will be skipped
if it is in the range of a custom search.

Each bank, if programmed as for a trunking system, can store up to
200 locked out talk group ids. Again, this is permanent until
either manually unlocked (page 41) or you attempt to skip more than
200 ids.

All skipped/locked out items are retained, even is power is turned
off.
