Tried that seven times with waivers and the FCC wouldn't consider my

Please note that in definition 2, you have put the emphasis on the
wrong
word. The emphasis should be on JUDGEMENT not on knowledge. Note that
various and conflicting judgements (opinions) can be formed from the
same
knowledge.

There is of course no rule that hams cannot be opinionated. There is
of
course no rule that they cannot discuss their opinions in the course of
ordinary two way conversations. However the limited "broadcasting"
allowed
by part 97 specifies information bulletins. Opinions are not
information
although of course they may be derived from information.
