If all he wants is AM, and the ability to select 1 of 2 - possibly 3
CB channels, buy an old 23-ch xtal-based rig at a second-hand store
(Goodwill, ARC, Salvation Army, etc.) $10 - tops. Then, open the rig
and devise new mechanical stops on the rotary (channel) switch.

I did that for my Dad (the first W3DHJ) about 10 years ago. He was
in a nursing home and had lost his eyesight to the drugs he was taking
for COPD. .....anyways: I set up an old ICOM IC-22A for him to let
him use his local, favorite repeater and the 146.52 simplex freq.

The IC-22A is (was) basically built using the then-popular 23CH CB
'form factor'. What I did was "brute-force" solder some new stops on the
switch frame to only allow the thing to be switched between 2 selections
-- those two selections were then populated with the crystal pairs
for the repeater and the simplex freq. (Of course, in your case, you'd
select a pair [or triplet] of ajoining CB channels.)

That - plus a mag-mount antenna on the steel cover over the heat
radiator under the window - got my dad back On The Air.
