Ken,
This may be a dumb question on my part, but are you
sure it's a relay problem and not something wrong
with the VOX circuitry? Does this delay happen in
PTT operation?
It could be dirty relay contacts that have carbon
buildup. Before replacing the relay, try cleaning
the contacts. Might save you some expense.
