Ebay doesn't seem to care unless a company like Sony does the
complaining ! that implies to me that they are not protecting the
public but watching their butt from getting sued !

Not unless it's clear and obvious (i.e. the auction says "you are
bidding on CD-R's of Godzilla). Find out who the VeRO is and report it
to them.
