I dunno know about that. From what I can read, it's called "Zero
Tolerance" and has been practiced in just about each state at one time
or another.

That may be true in many states (Like I said, I believe Maryland is
one) but not, as a rule, in Pa..

the presence of 3368 (c)(4) pretty much negates any notion of "Zero
Tolerance". Zero Tolerance is exactly that. There would be ZERO
exceptions.
