How very wrong.
Within the very body of the material you are given with a new unit, it
clearly states that practically any item which is NOT standard voice audio,
is ILLEGAL.
With the exception of morse code.
This includes singing, whistling, and other noises designed to be a
nuisance.
"Roger Beep" is only legal at the END of a transmission as you release the
key.
