First and foremost: If you truly consider him a "friend," you
should at least try to convince him to seek professional psychiatric
help, post-haste.

Second: Even if this whacko scheme does work (and I doubt it will,
because he'd have to find and successfully duplicate the specific type
of modulation that activates the collar), he's setting himself up for
MAJOR trouble from federal authorities (specifically the FCC).

It doesn't matter if he holds any sort of radio license or not --
If he does as you describe, he will be committing a felony, one that can
land him in federal prison for a minimum of ten years (and with a signal
that strong, he'll be ridiculously easy to DF).

To be perfectly honest, this sounds like the meanderings of a
seriously deranged mind bent on some silly idea of revenge. Whoever this
is really, REALLY needs to seek professional counseling. Quickly.
