Try a 0.1 uF Tantalum cap on the center conductor. IOW, interrupt the
center conducter and install the cap inline between the scanner and sound
card. Also, I would strongly suggest you install a 1:1 isolation
transformer
between the cap and scanner.

You could buy a rigblaster. They do all the level interfacing for you. Or,
you could buy the part from Radio Shack. P/N is 272-1434 $1.59
