The only thing I see in any way not totally kosher is that they waited for
her to pay for her groceries. As far as contacting the police when you feel
a crime has been committed (and striking a child, whether you or I like it
or not, is a crime in every state now) you are obliged to contact the
police. What Winn-Dixie did here was not only lawful and ethical, insofar as
contacting the authorities, but was in fact required of them in most states.

If you don't like the law (and I for one feel that 'protection' laws have
gone way too far.. we didn't have 'time outs' when I was a kid, we got
wholloped.. and when dad got home, we likely got it again.), then contact
your representatives and work on getting it changed.
