That would be my guess, but you never know...

However, if that's the case, then why the big loop on the coax? And you can
see control wires for the rotator leading down from it... personally if it
were me I'd have taken the rotator off. I wouldn't be surprised, though if
the rotator were a TV antenna rotator and he just used the mast & rotator to
mount a different antenna on. But if you were going to do that, you
wouldn't need to leave such a big loop of coax.
