is that
when ANY non-profit charity solicits donations FOR A SPECIFIC
PURPOSE
then
expends those donations on something other than the declared
purpose
or its
underlying administrative expenses, such is illegal. The
solicitation becomes
fraudulent and the diversion of funds embezzlement. It doesn't
matter that the
diverted purpose happens to be another exempt purpose; it's still
unlawful.
That's exactly what AR Newsline does: They solicit only for "news
gathering"
activities and divert funds to their scholarship activity - and in
their own
reports, they admit as much.

And YOU continue to ignore the fact that there is absolutely NO
attempt by ARN to disguise, divert, redirect or otherwise defraud
