I did cleared government work using government assets
(including some very impressive radio gear) for 15 years
and I was a "contractor." These guys are doing Uncle's
business or they would have been hammered down the last time.

Nobody knows what the purpose of the signal is so how can you make the
claim? Best to wait and see what's going on before making any claims.
