There's an old saying... if it ain't broke, don't fix it. Problem is, many
in charge of buying the comms systems are clueless about them and are easy
suckered in. They're putting in 800 MHz systems around here, and one has
been in place for like 4 years now and they "still" don't have all the bugs
worked out. Many still complain of the lack of coverage especially at
critical moments. The old system wasn't good enough to someone, so they had
to take the chance. Not really the smartest move. I heard California
recently had a snafu like this too..... Ya gotta wonder how they get
themselves into these messes. And yes, the tax payer foots the bill.
