An information bulletin and a broadcast are two different things.

You keep saying that but you don't get it.

One of the things I hear from those little crybabies on
rec.radio.amateur.policy is that an information bulletin has to be a
"newscast" yet, no where in the FCC rules does it state that nor is
there any ruling by the FCC that states that it has to be a newscast.

No one has said it has to be a "newscast".
