Yep, causing deliberate interference is illegal. However maybe you
could
change the power adapter on his phone. If you use one of a lower
volyage, that allows the phone to work, it will have reduced output
and that maybe enough to alleviate the problem.

If you use one that has a higher voltage output than the one that came
with it, you should also have a fan avaialable to exhaust the smoke
from the room. The phone's output will be similarly reduced and it
will not cause the problem again.

Screw that, open the phone and put a resistor across both the microphone
and the speaker. "What's the hell is wrong this phone? It's really quiet
now and no one can barely hear me."
