Well in ACLOG (http://www.n3fjp.com/) you can reconfigure the entry boxes in
the order and tab order that works for you and then just move from field to
field with the tab key or space key (except in fields where a space would be
a legitimate entry such as in the comment field).

Give the demo a try.

It's unlikely these days that new software will be fully keyboard centric
but of the ones that I have tried, this one is the easiest to use from a
keyboard point of view. You can always drop the author an email on
questions. And if you like, I can try to answer specific questions since
I'm pretty familar with it.
