"But the intelligence and facts were being fixed around the policy."

At the Council of Foreign Relations meeting in San Francisco this week,
as presented on CSPAN today, June 5 2005, the head Iraq sanctions
observer was guest speaker, among others, and the specific line above
was explained by one speaker to mean that the original author was
meaning to say by use of the word 'fixed' that the facts were arriving
in a steady drumbeat supporting Bush's policy, not that the facts were
being cooked or distorted in any way.

Another smoking gun that really isn't, except that it's taken that way
by conspiracy freaks.
