Another source is one of the pirate radio books that
Andrew Yoder wrote as well.

Alan, along with a bunch of others, thought they'd
found a loophole in regulations allowing them to
broadcast offshore from a foreign ship in international
waters. So, Radio Newyork International was born.
Alas for Alan and company, the feds raided the
ship and their little experiment didn't work out.

As for the programming, think Pacifica. Counterculture
stuff.
