Most VHF radios on the market that can receive
things can transmit on those same frequencies, the
problem is not the marine band, that can be done
easily, although not legal or fcc/coast guard type
accepted, although the problem comes in with the
aircraft band, that is AM and these rigs don't have
AM tranmit modules.

Being a Ham for that length of time, I would imagine
you knew that though, just get two rigs, an HT for
aircraft transmit and an IC 2100H will do the rest

OK... OK... yes I know... legal issues... I've been a ham for 40 years,
flying for 30 and sailing aboard ship as a Radio Officer for 20. I'm just
looking for one unit for emergency communications instead of two or three
separate units and associated accessories; batteries, charger...
