I think THEY should have to submit an explanation of why they ALLOWED
**** on the air (BPL) - he he!

Pragmatically, the guy must submit an explanation because somebody reported
him to FCC, most likely via ARRL. No, "they" are not listening on 11 meters
nor apparently on 75. But I'd be willing to bet that if you recorded some
of this activity so that the 'culprits' could be identified then reported it
to your ARRL Official Observer Coordinator that they too could get a note
from the FCC.
