amateurs in Alaska are allowed to use for emergencies. Includes
Technicians. Oooops. Violates the defunct treaty.

No it does not it requires them to be tested on bands assigned to the
general and extra bands

Techs can use Morse Code on VHF and above. I knew one who did
Quitefine at it.
