"Review", is NOT taking orders as you had stated. "Review" only
underscores exactly what I said, that Clarke had taken the matter on his
own initiative, within the established protocols at the time. Thank you

And that his initiative and his procedures were approved.

Approved. Not ordered. Big diffence. Especially when you're
