Default Linear wideband power amp

Hello!

I want to build a linear wideband power amplifier with the following
specs:

30 MHz to 1 GHz
input 20 mW
output 10 to 20 W

The output should not be very sensible if connected to an unmatched
load. The amp is intended for EMI testing in a shielded room.

I have a few of the 2C39 tubes here... I intend to use them in a
grounded grid configuration, possibly 2 or 3 stages to get the required
amplification (or a pre-stage with PC86, PC88 or similar).

Any hints? Do I have to develop this from scratch, or are there any
working circuits around? Everything I found was just for a small
frequency area, no wideband application.
