You can make the boom out of anything that will be mechanically strong
enough. If it is conductive or not will have an effect on the lengths of
the elements. It will also change if the elements are insulated or not.
Depending on the design of the driven element element, it may or may not be
connected to the boom.

You really need to just find the type of beam you want and copy it. If you
find one you want and the frequency is diffeant , you can scale it, but you
must be sure to scale all the parts, boom diameter, element diameter and all
the other elements.
